What is Jan Lokpal Bill?

Update on 18 Oct – I have tried to answer some commonly asked questions about this movement, and also written about what all it will take to become an Anna Hazare..

I thought it right to write a post describing what Jan Lokpal Bill is and why is it needed. To give a brief history, Lokpal Bill was first introduced in parliament in 1968. It has been brought in parliament on eight times on later occasions, but has never been passed by the parliament. It is a bill that is supposed to give powers to citizens to sue the people responsible for corruption. A similar kind of independent agency disappeared corruption from Hong Kong a few decades ago.

The government is again thinking of introducing a Lokpal Bill in parliament this year, and the National Advisory Council (NAC) chaired by Sonia Gandhi is considering it. But as it stands today, the bill is riddled with loopholes, defeating its very purpose. Social activists have remarked it to be a toothless bill and not at all acceptable. An alternative bill, the Jan Lokpal Bill has been drafted by Justice Santosh Hegde (Lokayukta of Karnataka), Prashant Bhushan and Arvind Kejriwal after series of consultations with public and social activists. This bill is supported by Kiran Bedi, Shanti Bhushan, Anna Hazare, etc.

The Dandi March 2 event and the subsequent ‘fast unto death’ by Anna Hazare from April 5 and Aug 16 were in support of this ‘Jan Lokpal Bill’. The activists have already sent the bill to the PM and all CMs but there has been no response. After the ‘fast unto death’ was announced by Anna Hazare, he was invited for talks by the PM, but the response was bad as the PM said the government has no time for corruption till May 13. This after the numerous corruption scams like the Commonwealth Games, Adarsh Society, 2G scam being uncovered in the past months.

The present system to fight corruption in India can be described in some points as below –

  1. The Anti Corruption Branch and CBI comes under the government. Despite having evidence, it is very difficult to convict people as they have to take permission from the same bosses, against whom the case has to be investigated.
  2. No corrupt officer is dismissed from the job because Central Vigilance Commission, which is supposed to dismiss corrupt officers, is only an advisory body. Whenever it advises government to dismiss any senior corrupt officer, its advice is never implemented.
  3. No action is taken against corrupt judges because permission is required from the Chief Justice of India to even register an FIR against corrupt judges
  4. The functioning of CBI and vigilance departments is secret and hence it promotes corruption.
  5. Weak and corrupt people are appointed as heads of these institutions by the government.
  6. Citizens face harassment in government offices. Sometimes they are forced to pay bribes. One can only complaint to senior officers. No action is taken on complaints because senior officers also get their cut.
  7. Nothing in law to recover ill gotten wealth. A corrupt person can come out of jail and enjoy that money.
  8. Small punishment for corruption- Punishment for corruption is minimum 6 months and maximum 7 years.

As you can see, in the present system, there is no deterrent for any public official to engage in an act of corruption. Some of the salient features of the Jan Lokpal Bill are –

  1. An institution called LOKPAL in the centre and LOKAYUKTA in each state will be set up. These institutions will completely independent of the governments, just like the Supreme Court and the Election Commission. No minister can influence their investigations.
  2. Investigation in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt officer, or politician goes to jail in two years max.
  3. The loss that a corrupt person caused to the government will be recovered at the time of conviction.
  4. If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant. So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month’s time.
  5. Election of Lokpal officials – What if government appoint corrupt and weak people as Lokpal members? That won’t be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.
  6. What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.
  7. What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.
  8. The punishment would be minimum 5 years and maximum of life imprisonment.

  2. The reasons & root cause for corruption..are more vital..

    If one is in job in government ..& by shares investment or other work become rich.in 30 years .so what..???

    But those..political so called leaders..takeing bribe..or commision in govt expenditure..or high profile bureaucrates Income tax returns of self & family should me made available on any site..

    no need to book any person..all will be transperent ..any body can see his income & wealth..& growth.. If he is so popular in locals..

    local civil soceity under jan lok pal bill can be formed at district level & can be changed yearly basis to work as watch dog.. problem will be solved like happened in HONGKONG

  4. I think if jan lok pal bill will be followed stictly i mean if any officials from lokpal is found corrupt should be punished on urgent basis. then definitely india will be the king of the whole world.

  8. good finally the bill is passed.surely it will make a difference atleast in its early days.we the citizens of india now have to take the responsibility to make it sucessful and efficacious since its for us and the person getting elected as lokpal officer should work for the nation and not become corrupt as time progresses.he should be true to his work and probably people like anna hazare and kiran bedi should appoint the lokpal officer.

  9. if any prime minister( Like Manmohan singh) of the country do not have a ability to take decision on the important issues then Lokpal must forced him to give resign from his responsible post. The same case must be with our President who don’t have a time to have a signature on Afzal guru punishment .

  10. The media had a good role in this movement.but a suggestion for a comman person to approach Lokpal ………….should be done. Centres of lokpal should be in all government offices/near major police station and complain should be registered at spot. As we get a booking no for out ticket/PNR No. a Complaint no. should be given to a complainant.

    Latter in case if the case is not followed up………….she/he can update the same on net / mainly a ecomplain should be registered……………So he /she knows his status of complain.

  15. It is only the start of a great movement and perhaps at the right moment.
    We know from our experience that Bill / Law itself is not sufficient deterrent to any kind of corruption (e.g- dowry, under the table money deals by politicians, beurocrats and others etc). People , at least educated citizens, must gather sufficient courage to come forward and make best use of the statute when it is enacted. Unfortunately, most of the middle middle class people are indifferent to this and other social evils, even who are honest. Merging of existing anticorruption agencies mentioned in para 7 may also be cause for lot of apprehensions.
    A consistent effort should be made to increase the momentum with mass campaign for awareness of people to involve and join the movement. I am hopeful that more and more persons with good image like KIRAN BEDI will appeal to students and youth to organise forums across the country ( no politicians please) in support of the cause.

The bill is the need of the day.I welcome to this Jan Lok Pal bill as we all know that majority of the politicians and bueracrates are making our country hollowed by syphoning the money from the common innocent people. This bill, if passed, will may turn our country again into “sone ki chidiya”.

  17. Oh, you mean our Constitution, Courts n Politicians all are useless n must be thrown out of window ? And what we get in turn ? Another LAW ? As if we don’t already have enough, My dear, why any body doesn’t realize, it’s not lack of law, its lack of its implementation which is responsible for Crime in our country, corruption is just a part of that, it is very easy to abuse politicians of country as they are most soft target n subject to jealousy, but real culprit is our JUDICIAL SYSTEM which has become totally inefficient, in competent and more corrupt, but protected by CONTEMPT OF COURT !!!!!!! If only our judicial system could be tightened, up asked to deliver justice in stipulated time, most of our problem would be solved, or else not one but thousands of ANNA HAJARE can attracted publicity as much as they want, but can do no good to society !

  20. The whole effort is in vein. As per my belief corruption is something which relates to the degradation of morality and not to the system of checks and balances. A political theory holds that power corrupts and absolute power corrupts absolutely. The Jan-lokpal bill is doing nothing but creating a new system which is going to try and set standards for first few days and gonna turn up the way other institutes have. there are reasons for the same. As per mentioned by Sumit in last points it will be a free and separate institution just like Judiciary and Election Comission. But one must remember what happened to Mr. T. N. Session, the ex-election commissioner of India. Whatever happens one must understand that constitution has given all the executive powers in the hands of President including the power to appointment. President is bound to follow the advise given by the council of ministers in exercising each and every power. This decision was taken by supreme court in the case of Samasher Singh vs. Union of India. and was a totally politically influenced decision. The fact that after Keshavanand bharati’s legendary judgement a board of 15 judges was constituted to review the decision but fortunately the Congress Govt left the power and the judges never sat for the review. Therefore it is evident from the past few incidences neither the judiciary nor the election commission was ever independent of the influence of the Ministers. The Lokpal is going to be answerable to the Hon. Constitution eventually to President who cannot act beyond the advise of the council of ministers. So what is the end game???? I know this is only complaint without suggesting any solution but i am too much inexperiance to suggest one as almost all of the eminent Judges as well as political experts are not able to find the same.

  21. Our country gets so much entangled in corruption that it immediately needs an independent body like Lokpal to take our country to a corruption free State. Recently so much corruption cases have been cropped up that they prove that they can go to any level to get their things done.Our country needs an Egypt like revolution to press the Govt to pass the Bill.It is also a matter of question how this Bill will protect the whistle-blowers.The corrupt officials should be given exemplary punishment.

  23. It is a must that these mass movements come up and become successful in eradicating corruption from our motherland. i wanna say that all those corrupt politicians , officers, judges etc should be thrashed black n blue and they should be thrown into DUNGEONS .

    We all INDIANS are support to Indian Social Activist Hon’ble ANNA HAJARE for the Indian anti-corruption movement and fight for “JAN LOKPAL BILL” not for “LOKPAL BILL” because we know very well all investigation agencies like the CBI, the CVC and others are under government control and so they cannot fight corruption effectively.

    On 8 April 2011, the Government of India accepted all demands of the Indian anti-corruption movement, but it is not 100 % success.

    VERY-VERY IMPORTANT to pass our “JAN LOKPAL BILL” in Parliament unanimously

    The government LokPAL bill was passed in Lok Sabha in 1969, but they could not pass through Rajya Sabha. They got revived in 1971, 1977, 1985, 1989, 1996, 1998, 2001, 2005 and in 2008, but they were not passed and the bills were pending.

    We know very well our law making procedure in India.

    Legislative proposals are brought before either house of the Parliament of India in the form of a bill. A bill is the draft of a legislative proposal, which, when passed by both houses of Parliament and assented to by the President, becomes an Act of Parliament.

    Hence, if any Member of Parliament and others (Politician & Bureaucrats) who opposed our “JAN LOKPAL BILL” would be seen as a person who was not interested in removing corruption from our country.

    I hope our “JAN LOKPAL BILL” to be passed unanimously from our parliament. So once again we need to come together and watch be carefully, who opposed our “JAN LOKPA BILL” in parliament.

  25. if the bill gets cleared in the parliament and becomes a bill,then the country will feel the shortage of jails!!!!!!.All jails would be over flowing with Officers coming from many discipline,judges,politicians with criminal mindsetup/nexus!!!!!!!.The govt will feel the shortages of babus to run it !!!!!!!! every deptt will feel manpower shortages, as most of them will land up behind the bars in two years time Gossh??????.
    The citizenry are fed up with the present set up and the new law will definitely empower them and propells the country towards higher growth and dignity.But we must be very cautious about our new found glory and achievement till our enrgies are channelised through a solid conduit and foolproof
    implementing mechanism.

  26. My coments are the following :

    While the purpose of Anna Hazare and all other eminent personalities is undoubtedly good, certain questions are of utmost importancs :

    A. Creating another ‘quasi government body’ type structure shall confuse the functioning of the existing structures. For example, IF JAN LOK PAL BILL HAS MAX POWER, IT SHALL ALSO HAVE THE POWER TO CHANGE THE JUDGEMENTS OF THE SUPREME COURT. I DO NOT UNDERSTAND THIS. WHAT IS THE LOGIC BEHIND IT.

    B. As for transparency of members of Jan Lok Pal is concerned, THE ELECTION PROCESS IS QUITE TRANSPARENT AS A SYSTEM. IT HAS BEEN CORRUPTED BY PEOPLE WITH VESTED INTERESTS. WHAT IS THE ASSURANCE THAT ELECTION / SELECTION OF MEMBERS OF JAN LOK PAL BILL SHALL ALSO NOT BE CORRUPTED. Also, why not to to correct the existing system itself ?

    C. Consumer forums were created for speedy trials and disposals of consumer grievances. WITHIN FEW YEARS, DISTRICT CONSUMER REDREESAL FORUMS HAVE GOT WAITING LIST OF ONE YEAR OR MORE, STATE CONSUMER REDRESSAL FORUMS HAVE WAITING LISTS OF 2 YEARS OR MORE, AND NATIONAL CONSUMER REDRESSAL FORUM HAS A WAITING LIST OF MORE THAN 3 YEARS ! HOW SHALL ONE JAN LOK PAL, A QUASI ‘BODY GOVERNMENT’ SHALL SETTLE ALL THE CASES IT RECEIVES ? INDIA IS A BIG COUNTRY. TOTAL NO. OF CASES IN ALL COURTS, INCLUDING CONSUMER COURTS, IS MORE THAN SIX CRORES.

    There are many more ! It may therefore be more appropriate that this entire unity, and crores of other followers like me, take an active participation in elections and form a big party. Once this party, principally of really honest people, comes in power, WE ERADICATE ENTIRE BAD ELEMENTS FROM THE EXISTING SYSTEMS AND MAKE IT HONESTLY FUNCTIONAL.

    ANOTHER NEED OF CORRECTION THE EXISTING SYSTEM HAS IS TO MAKE IT MORE EFFICIENT. WHY ALL THE GOVERNMENT FUNCTIONARIES CAN NOT WORK ROUND THE CLOCK ? WHY MORE PEOPLE CAN NOT BE APPOINTED TO WORK IN SHIFTS, BE IT JUDICIAL SYSTEM, BANKS, POST OFFICES, SECRETARIATS, EVEN MINISTRIES ? WHY MORE PRIVATISATION CAN NOT BE DONE ? WHY THE GOVERNMENT SHOULD BE IN PROFITABLE BUSINESS ? AND ABOVE ALL, WHEN IT IS A KNOWN FACT THAT TAXES ARE HARDLY BEING PAID HONESTLY, WHY TAX STRUCTURE CAN NOT BE SUCH THAT TAX BURDEN IS NOT HIGH BUT THE IMPLEMENTATION IS SIMPLER ? WHY DOES THE GOVERNMENT HAS SO MANY COMPLICATED LAWS OF TAXATION ?

    I would also like to add one more thing : the department which is expected to correct all the worngs and also maintain law and order, IS SO GROSSLY UNDERPAID ! INDUSTRIAL WORKERS TODAY GET MORE THAN 15000 PER MONTH SALARY AND CAN HARDLY MAINTAIN A LOWER MIDDLE CLASS LIFE STANDARD AND ALSO FIND IT DIFFICULT TO EDUCATE THEIR CHILDREN AND SAVE SOME THING FOIR THE FUTURE. HOW THEN DO WE EXPECT THAT A POLICEMAN OF THE LOWEST LEVEL CAN EARN ONLY 8,700 AFTER ALL THE DEDUCTIONS, WORK FOR LITERALLY 24 HOURS (POLICE DEPARTMENT IS ALWAYS SUPPOSED TO BE ON DUTY, EVEN WHILE AT HOME), CAN EDUCATE HIS CHILDREN, AND ALSO MAINTAIN HIS UNIFORM AND KEEP HIS SHOES SHINING ALWAYS ? AND IF EXPECTATIONS ARE SO HIGH, ARE WE, AS A COUNTRY AND AS A SOCIETY, NOT FORCING HIM TO BE DISHONEST ?

    AND IF THE LAW ENFORCEMENT AGENCY IS FORCED TO BE DISHONEST BY THE VERY SYSTEM OF EMPLOYMENT AND REMUNERATIONS, HOW CAN THE NATION EXPECT ERADICATION OF CORRUPTION ?

    we are from Andaman and Nicobar Islands Port Blair . It is an UT . sir we are the youths of an educational institution , and we are very much inpired of your andolan because we also firghting for our ST status in these island we are form the adivasi community . these islands is developed by our fathers and forefather but still we are struggling for our rights. we also had road block and rallie but no result. here our total adivasi population is approx.70,000 (seventy thousand). our total support with u sir .   31. The people of India is really eagerly waiting for the day yet to come to check corruption. The representatives though they are responsible towards the people and thier society but after having the opportunities to involve in corruption really inspires them to corrupt more and more forgetting the development of their state and the country. The development of the people as well as the country fails due to corruption. Therefore, it should be stopped with our support…

  32. Hello, I had a look at the Janlokpal bill & here are my two cents : –

    1.) No mention of prison sentences for corrupt members of Jan Lok pal bill including the chairperson, members & the employees & confiscating any recovered wealth as a result of corruption ? Why not ?

    The bill seeks prison sentences for convicted public servants, politicians, private bodies & it seems that the court can also send a false complainant to 1 year prison sentence in case of malafide intent. However nowhere in the bill & also from what I have seen on TV, the Jan Lok pal members only mention dismissal of corrupt lokpal members/ employees within 1 month. Why the double standards? Why does it not lay down equal punishment – If they seek prison sentences for others they should hold themselves to the same standard of punishment including seizure of any ill gotten wealth.

    2) No esteemed private citizens like Mr Narayan Murthy who have volunteered their services or new members of the civic society from outside have been appointed. All the people who are already connected to the Jan Lok pal bill have self appointed themselves as members of the committee in leading positions. On TV I have heard few of the Janlok pal supporters say that they are the most competent people to handle the bill. I don’t believe there are no other competent people in India besides themselves. If they had taken 2 new people from civic society it would send a signal that they are not interested in appointing only themselves!

    3) The chairperson , members & each employees of the Jan lokpal bill should also be made to declare their assets. There is no mention of this anywhere which is surprising considering that members who drafted the JanLok pal bill are mostly ex public servants & judges themselves.

    4) Why can’t anyone sue Jan Lokpal in a court of law? Again from my knowledge ( limited & I may be wrong ), even the CBI can be sued so why is the Jan Lokpal seeking immunity – if their own workings & members & employees are transparent & honest. If their own workings & member / employees are found to be corrupt why can’t they be sued ?

    5) What is the approximate estimated cost to Indian tax payers in setting up Jan Lokpal, paying salaries & hiring new employees for creating this huge institution & army of new public servants at centre & state level ? A clause in the Janlokpal bill even mentions that :-
    This clause in the bill states :-

    “ (5) There shall be a separate fund by the name of “Lokayukta fund” in which penalties/fines imposed by the Lokayukta shall be deposited and in which 10% of the loss of Public Money detected/prevented on account of investigations by Lokayukta shall also be deposited by the Government. Disposal of such fund shall be completely at the discretion of the Lokayukta and such fund shall be used only for enhancement/upgradation/extension of the infrastructure of Lokayukta.”
    Again will there be transparency in how they spend this money, they don’t mention anything.

    6) Can the RTI be used in case of Janlokpal? The only form of transpareny the Janlokpal bill says is that we will have everything on our wesite – but it will be the Janlokpal whoo will be incharge of putting information on a website – how does that enforce transparency?

    7) Why deny for example – a traffic policeman the right to use Janlokpal if he is a victim of corruption like being asked donation to get his child admitted to a school? What authority can he go to since public servants cannot make complains to Janlokpal. Who does he approach?

    Personally I do not like the idea of Janlokpal bill in its present form. It seeks to create new public servants & bureaucracy with too much power in hands of few self appointed leaders with zero accountability to anyone. I also do not agree with diluting autonomy of existing institutions of democracy under one single institution – that is like giving them absolute power with no one to watch them – who monitors the Janlokpal ? How can the JanLokpal be above the parliament & Judiciary, it doesn’t make any sense.

  33. I have lived in over a dozen countries and travelled more than 140, many times to Hong Kong. I was aware of ICAC not it’s history , thank you for this information. By my experience,Singapore, Sweden, Norway , Denmark , etc are good example, where corruption is near zero. I hope the whole country citizens stands firm on strong Jan Lokpal, there are bound to be corrupt people side lining and confusing the issue. If we get this law, no one will shell corores for election. In fact there will very few candidates for election. Clean and very best will come forward for the love making a difference.

    If you look at Minister in the drafting committee there are already some question marks ( Baba Ramdev has said it all). If this time we fail to get a good Jan Lokpal then India will end up with a civil war sooner or later. We have a large population of young population, very much aware of the injustice and it is difficult to keep their emotions bottled up. Not after Anna’s fast.

  34. Corruption emanates from the following-

    (a) Corporate Financing to Political Parties and Elections constitute the entrance gate of corruption and hence State funding to all recognized Political Parties and compulsory Auditing of their Accounts is prerequisite to stop Political corruption.

    (b) Rules, Regulations and Decision making Process needs to be Transparent and Consistent. A Transparent system deters corruption as the conduct of civil servants is under constant scrutiny.

    (c) Accountability- Civil servants and officers in responsible positions must at all times adhere to the principles of Transparency and Consistency and be Accountable to the people they serve.

    (d)Discretionary Powers-shall always be used based on well defined criteria of Fair Play, Transparency, Consistency and in larger Public Interest.

    (e) Productivity- Delay in addressing Public complaints or grievances or work or Decision making or no decision breeds to corruption. Those responsible charged with Public works should function efficiently and promptly within reasonable Time Frame.

    (f) When benefits are large, chances of getting caught are small, and penalties when caught are light, then many people will succumb to corruption. Wide discretionary powers of administrators, poorly defined, ever changing and poorly disseminated rules and regulations make situation worse.

    After enacting Jan Lokpal Bill, Auditing on the lines of CAG on points mentioned at para (b) to (f) is a must and report of same needs to be acted upon by Jan Lokpal.

  35. thanks all for your views, i am also against the corruption. i personally think there should be more movement of this type in our country.
    my personal view:-
    1 govt should not use the money in the name of any man, i think u don;t understand wt i mean to say, for example all major projects and instituton names, airport names are on NEHURU OR HIS FAMILY, THEY ARE ELIMINATE FROM THE NAME LIST .

    RAJIV GANDHI YOJNA, the name should be PRIME MINISTER YOJNA ETC

    this movement against corruption is highly motivating. i appreciate the movement which is totally based on ahinsa.But I give a warning to the Persons who drafted the bill.
    If they got public support from a good cause & if they diverted against the welfare of people & against the corrupt policians., indian people will not leave them

    It is really encouraging and get motivated but few questions comes in every body’s mind.
    1) There are so many laws governing to each & every departments but where do we fail in real terms “LAW ENFORCEMENT & IMPLEMENTATION”.

    2)Delay Tactis/lethargisity in all areas.

    Why it is not being implemented because the Law makers taken into ride that they can rule through out their life and later with their family members(called DINESTY RULE).

    To over come this problum :- (a) Two terms max in life to contest election.
    (b) Min. qualification required for MLA/MP/Ministers/Prime Ministers/President.(like in other posts)(c)Age bar like others(d)to over come lithargisity punishment with in max.60 days.
    (e)Transperancy-use latest technology to ensure true reflection to masses/public,

    The corruption has been deep rooted in our society.The corruption basically originates from top and not from bottom.If low level employee takes the bribe then he may be prosecuted easily but if top level politician/officer takes bribe then his case being submerged by ordering the commission and eye washing the charges. In facts these Indian politicians are unlike to Britishers who at least used to be justifier to citizen against Indian bureaucrat at least. Now there is no maai baap of the victim if crime committed by any politician ,except media.In police station if we go to lodge FIR they ask money and similarly in court we go for justice ,money is being asked by peskar right infront of judge and judge pretends as if he has not seen any thing. The judge himself insist peskar to do such things because he never pays to peskar for his personal expenditure.Similar way it happens all the way in India.In way it appears the Money is only the supreme judge in India.The poor will never get right justice for want of money .
    It is thereby in my opinion , The ministers and top bureaucrats must be prosecuted with only Capital punishment for their corruption and the property earned by them must be sold and may be adjusted for fiscal deficit because this money is of the public which is paid in the form of tax . Law should be so prompt let people fear of crime.

  41. to overcome the colonial rule the democracy was established in india. but the democracy itself become the game of rich person . the poor people are being attracted by giving some kind of money for their vote . the democracy is no more existing in India but it is money-c racy. poor going poorness day by day rich becoming richest n richest. for politician if god himself appears and advises they will say He’s the only corrupt. politician has made the mockery on democracy. in my opinion the democracy must be reform before Jan-lookup bill implementation. in the recent state election the election commissioner has become the non effective. the casting of vote is reference by the politician gundas in the election franchise it is therefore the casting of vote must be facilitated by giving a special right additionally to caste their vote on INTERNET system/ postal voting to achieve 100% voting. if constituency does not achieve near to 100% voting the election must be render of that constituency null and void, this way up to some extent the gunda’s politician will be restricted . in the parliament session the m p’s behaves as if they are the super most power and their is no law for them right in front of speaker in sedan.
    immense precaution must be adhered while drafting reformation of bill for election. even now, the constitution also to be reformed to avoid agony amongst the people of India. this constitution is dividing the people of India on the basis of caste ( because of reservation on education /job profile) , religion and region disparity.

All the currupted officials and a person who is involved in curruption should shoot at site in front of all, then and then only we can have a right foot step towards emmerging India. We have lot of money in swiss bank which can be utilized to develope India. We are developed but because of these currupted officials we are nothing. “jalaa do sallonko”

  47. Offering my whole hearted support to ANNA HAZARE’s mass movement against corruption, I wish to express some of my feelings. It is true and is generally said that corruption starts at the top.But some times it happens due to willful misleading facts also to which generally the honest falls prey. So, corruption may also start at the bottom and middle level. However, as there is still prevailing honesty ,sincerity and dedication at least among very small percentage of people in the Government owned sectors ,why can we not form a resisting force of such people empowering them to raise their voice and pin point as and when scent of bribery either at the top or at bottom level is felt or reported. The Jan Lokpal bill is the most appropriate instrument for sch provisions.
